“The load anticipated by this contract is for 286 MWs, with an additional 64 MWs to serve by in full in 2027. The 300 MWs represents between 10% - 15% of TEP's current generating capacity, and while their recent 2023 Integrated Resource Plan projected load growth in their service territory of approximately 50 MWs per year, this 300 MWs is over and above that forecasted load demand they expect to serve. TEP maintains a reserve margin of approximately 15%, which allows them to reliably serve peak load during the summer. I understand from answers TEP provided during the December 3, 2025 Open Meeting that they have some wholesale contracts that will soon be ending, but that available capacity represents only about half of the entire load contemplated by this contract.”

“the switchyard that will need to be constructed to serve this load was not anticipated being needed for reliability on TEP's system for at least 20 years into the future (and thus not included in the Thirteenth Biennial Transmission Assessment that this Commission voted on October 15, 2025). Constructing this switchyard to serve this customer will bring forward a roughly $25 million capital expenditure, which will be paid for through TEP's OATT and thus be included on existing customer's monthly bills in as early as 2027 or 2028.
