Fetched via curl from docket.images.azcc.gov, imageNumber 0000215738 (a Commission-generated Decision document, distinct barcode format from e-filed party documents). Re-OCR'd at 300dpi with pytesseract; the native text layer for this document is even more badly garbled than the Staff Memorandum's (e.g. rendering 'BEFORE THE ARIZONA CORPORATION COMMISSION' with systematic O/0/() and I/l/1 confusion). - ACC Decision No. 81587 - Dissenting Statement of Commissioner Rachel Walden order two-reviewer
“The load anticipated by this contract is for 286 MWs, with an additional 64 MWs to serve by in full in 2027. The 300 MWs represents between 10% - 15% of TEP's current generating capacity, and while their recent 2023 Integrated Resource Plan projected load growth in their service territory of approximately 50 MWs per year, this 300 MWs is over and above that forecasted load demand they expect to serve. TEP maintains a reserve margin of approximately 15%, which allows them to reliably serve peak load during the summer. I understand from answers TEP provided during the December 3, 2025 Open Meeting that they have some wholesale contracts that will soon be ending, but that available capacity represents only about half of the entire load contemplated by this contract.”
p.11 (Walden dissent letter, first substantive paragraph)

Re-OCR'd at 300dpi with pytesseract. This is the ONLY place in the fetched record (Staff Memorandum plus Decision) where a specific MW figure for the contract's load appears in plain, unredacted text. QUOTE EXTENDED AT THE AZ GATE to the reserve-margin and Dec. 3 Open Meeting sentences, which the instrument's generation_requirements field quoted with no evidence row behind them. EXTRACTION ARTIFACT, not a defect: at 300, 400, 500 and 600 dpi tesseract renders the capital I that opens 'I understand from answers' as a pipe character on this scan. The word is unambiguously 'I'. A byte-exact search will miss that one character; the gate's I/l/1/| glyph-folding fallback matches it. - ACC Decision No. 81587 - Dissenting Statement of Commissioner Rachel Walden order two-reviewer
“the switchyard that will need to be constructed to serve this load was not anticipated being needed for reliability on TEP's system for at least 20 years into the future (and thus not included in the Thirteenth Biennial Transmission Assessment that this Commission voted on October 15, 2025). Constructing this switchyard to serve this customer will bring forward a roughly $25 million capital expenditure, which will be paid for through TEP's OATT and thus be included on existing customer's monthly bills in as early as 2027 or 2028. The ONLY way Humphrey's Peak would pay for $20 million of the total cost would be if Humphrey's Peak were to back out of the contract early. Otherwise, the cost will be socialized across ALL rate payers.”
